Blind Rehabilitation

EBSAR Center:

Ebsar (vision) Center is the first specialized utility in training and rehabilitation of blinds and visually impaired persons. It has been established as affiliate to Al Noor Magrabi Foundation since the year of 2003 in cooperation with the NGOs Services Center. The percentage of the legally blinds in Egypt is estimated around 3.3% of the total population; it means that about 2.7 million are blind. In spite of the recent advances in computer-aid voice software, still fewer of them (ï‚» 750) are capable to deal with computer mostly because of economic constrains providing that majority of them suffer blindness since their early childhood due to poverty.


Ebsar Center believes that; proper training and given opportunity make life more comfortable & attempttry for blind people can compete effectively and on terms of equality with their sighted counterparts in employment, in their communities, in their families, and in society in general.


Ebsar Center of Al Noor Magrabi Foundation is targeting:
• Technical support and transfer of expertise for establishing other twin-centers in Egypt and in the Region.
• Facilitate equipping of Internet Café & digital library for blinds and make them accessible in different locations.
•  Cooperation & integration with specialized computer-based blinds’ educational centers in universities and governorates to raise blinds skillful enough to deal with & manage digital technologies & voice computer application.
•  Establishment of Braille Publishing House with profitable margins to fundraise relevant services for blinds; as training , learning Braille language, providing voice software & printing references, literatures & reprints for Ebsar Libraries.

Helm (Dream) Braille Magazine:

 Helm is the Arabic word corresponding Dream in English; as deaf persons have their own sign language, blinds have their Braille language as well. So it is not a dream anymore but a right for the blind to read whatever he wants independently.
Al Noor Magrabi Foundation acts to issue the Helm Magazine as monthly Braille multidisciplinary reprint covering all life-interests. Helm deals with politics, sports, arts, literature, fashion, beauty & cosmetics: locally, regionally and internationally. All editorial panelists are blind.
Helm Magazine is out as a normal one, its front & rare cover and some inside article are being edited in visual manner. The idea is to create a perception inside the blind that normal persons share his magazine & interests as well as to permit interaction with readers. Success stories for blinds are concluded to motivate others to follow.

 The magazine is being distributed free only within Egypt between all interested NGOs & other institutions. Only the financing obstacles still the main barrier to reproduce more copies and to spread the magazine outside Egypt.

Blinds’ Digital Integrated Library:

Al Noor Magrabi Foundation’ digital integrated library is a frontier project laid upon the recent digital hi-tech in providing the visual disable persons with their independency of literacy, active learning and study. Al Noor plans to get all the school books, university references & research papers as well as other novels, magazines & general knowledge reprints available and before hands of blinds. To achieve it, Al Noor undertakes two projects:
- Training of blinds & visually impaired persons on computer voice applications, it is estimated to train about 2 million blinds.
- Internet Café with voice software driving.
- Traditional library of Braille-editing contents.
